财政制度规范财政分配活动的法律、法规、条例和办法等的总称。中国古代传说中夏王朝的贡赋制度可看作是财政制度产生的萌芽，西周时期出现了有关财政制度的文字记载。现代国家的财政制度产生于英国。17世纪资产阶级革命后，英国议会控制了财政收支决定权，对皇室的年俸、政府的收支及其权限、责任在法律和制度上都作了规定，从而产生了资产阶级国家预算。随后法国也建立了类似制度。到19世纪以后，作为调整国家财政分配关系的财政制度在其他各国都相继建立起来。制定原则财政制度是根据社会经济的客观需要制定的，它也必须随着社会经济的发展而变化。由于各国经济社会情况不同,财政制度制定的原则也不尽相同。以预算制度为例，英国的财政制度中要求国家预算具有完整性、包括性、年度性、公开性、分类性；美国除坚持这些原则外，还强调政府行政机构在预算上要有适度的行政主动权，要求预算要有一定的弹性；日本则有四条原则，即是事前议论原则、总计主义原则、公开性原则和分类原则。中国制定财政制度的基本原则是"统一领导，分级管理"，同时还遵循以下原则：①正确和全面体现中国共产党和国家的方针、政策精神；②有利于调动生财、聚财和理财的积极性，不断促进财政经济的发展;③既要保持财政制度在一定时期内的相对稳定性,又要具有灵活性。内容由于财政管理范围和形式的不同而不同。如美国是以私有制为经济基础的社会，其财政职能范围较狭，财政制度的内容所涉及的面也相对窄些，主要包括：税收制度、预算制度、国家债务制度、政府专用基金制度、社会保险制度。日本的国家财政制度则主要包括行政部门会计、国家财产管理、财政职权行使、财政资金运用、国库、国债、货币等方面的制度规定；地方财政制度包括各项法规，如地方公营企业法规、地方财政活动基本法规、地方财政收入法规、重建地方财政法规、地区开发和环境保护法规等。中国的财政制度内容包括：①处理中央与地方、国家与企业、部门之间财政分配关系的制度。如国家预算管理体制、国营企业财政体制、税收管理体制和基本建设财务管理体制等。②有关各项财政收支的基本法规。如各项税收制度，各项预算内、外资金收支规定，基本建设拨款、拨改贷制度及国家债务收支制度等。③有关财政工作规程的制度。包括预算编制、执行及决算制度,各种会计制度，国家金库制度及税收征管制度等。财政制度如按部门业务划分，其内容包括预算管理制度、工交企业财务制度、商贸金融企业财务制度、农业财务制度、文教行政财务制度、外事财务制度、国防财务制度、基建财务管理制度、预算外资金管理制度、国家金库制度等。中国财政制度的制定和颁布重大的全国性的财政制度由国家统一制定和颁布，地区性的财政制度由中央授权各省、自治区、直辖市制定和颁布。具体可分为三个层次：第一层次是由全国人民代表大会通过立法程序制定和颁布财政基本法规,如预算法、税法、成本法、会计法等；第二层次是由国务院或财政部制定和颁发具有法律效力的全国性财政法规,如条例、规定和办法等;第三层次是由各省、自治区、直辖市的地方立法机关、政府和财政部门所制定的地方性财政制度，以及对全国性法规制度在本地区执行时所作的必要的补充规定。
