审稿编辑人员以作者创作的文字、图像等材料(原稿)为对象所进行的判断、鉴定和评价工作 (对于译稿的审稿，主要是鉴定译文的质量),由审读、写审读报告两部分组成。又称审读。审稿是编辑工作的关键，是决定图书质量的重要步骤。它又是编辑人员的基本职责。审稿的基本内容是从阅读原稿入手，对内容、结构、文字、逻辑等作全面的分析，在弄清原稿观点、材料的基础上，经过编辑人员的综合考虑，作出符合实际的基本估价，并恰如其分地写出中肯的书面意见──审读报告。各类原稿的审读，通常采用初审、复审、终审三级审稿制度。初审要求通读原稿，提出基本评价和处理意见。复审要求复核初审意见，判断其正确程度，并解决初审中未能解决的问题。终审应对原稿质量和能否采用，作出最后决定。三级审稿都应有书面审稿意见，这是一部书稿在编辑过程中一项重要的记录，是书稿档案的重要部分，它还是对各级编辑人员进行业务考核的重要依据。在中国，各类书稿的审读，首先研究原稿的思想性和科学性。在政治问题上要注意是否违背宪法，有没有同党和政府的重大方针政策相抵触的问题；在学术问题上要贯彻"百花齐放，百家争鸣"的方针。同时判定稿件是否已经充分地阐明主题所要求说明的内容，在论证和叙述方面，是否有逻辑性和说服力。审稿时还要考虑读者的需要和出版的目的性，以及有无侵害他人版权的情况等。在审读著作稿时，还需注意它的体例结构和文法修辞；在审读编选稿时，要注意书稿的编选标准和材料来源；在审读翻译稿(包括编译和节译)时，重点在评定译文质量，同时查明原书的价值和原书版本的新旧或可靠程度，以便判断是否适宜翻译出版。对于教材、工具书一类出版物，尤其要重视资料的准确性和文字的简明通俗，以及体例的一致性。在审读方法上,按具体情况做些准备工作(如查阅挡案、阅读必要的参考书、查考有无同类书籍或译本等),还查对出版社与著译者双方原来同意的写作提纲，并重点地查对作者所引用的材料和论据。此外，同样要重视审核书稿的序、跋一类附件和附录部分。防止审读时被原稿拘束，以致过于注重原稿的某些细小问题。对一部书稿的评价如有不同看法，原则上应服从终审意见和决定。对于一些较为复杂的书稿，可以通过一定的会议形式，集体讨论作出决定。某些内容专门或比较特殊的书稿也可以约请社外专家或有关单位审稿。对外审意见，特别是涉及原稿的处理办法，一般仍需由责任编辑提出意见，总编辑作出最后决定。
