《关于考古发掘的国际原则建议》联合国教育、科学及文化组织第九届大会1956年12月 5日在印度新德里通过的国际公约。建议分 3章，共33条。主要内容有：建议之目的旨在发现具有考古实物之任何研究，不论这种调查研究是翻掘土地还是系统的地面调查，或是在会员国海底、内陆或水域所进行之研究，均称为考古发掘。任何遗存，特别是适用于具有最广义考古意义之可移动和不可移动的纪念物，都是受保护的考古资料。建议总的原则要求各成员国保护考古遗产安全。进行考古勘察和发掘之前，应取得主管当局批准，任何人发现考古遗存应尽早向主管当局声明，未公开声明之实物应没收归公，对违反本协议的行动加以制裁等。迁移任何应该在原地保存之纪念物须事先经主管当局批准。每个成员国应该考虑部分或整体地保留不同时期未发掘之一定数量考古遗址，以便利用改进之发掘技术和更先进之考古知识进行发掘。在每个较大的正在进行考古发掘现场，只要土地性质允许，可以保留几处明确规定的"见证"区不进行发掘，以便最终证实遗址之地层和考古结构。建议关于发掘和国际合作的规则，规定了对外国人发掘特许、国际合作、相互保证、考古遗物的保存、进入发掘现场、发掘者的权利和义务、发掘文件记录、区域性会议和科学讨论、制止秘密发掘和考古文物的非法进口、保护考古遗址不受损害、制止措施中之国际合作、实物归还给原出处国等内容。建议还对考古机构及其工作、全国和地区藏品的组成、公共教育等均作了规定。
