科研系统工程系统工程在科学技术研究和开发方面的应用。其实质是将科技研究与开发作为一个系统，从系统总体出发统一考虑科技与社会、经济等因素的相互关系，有目的有步骤地选定优先发展的科技领域；应用运筹学、控制论、现代管理科学和计算机技术等来实现系统规划、协调、组织和控制的最优化，以加速科技的发展和社会的进步。历史背景 科研系统工程诞生的历史背景是：①现代科学技术正朝着专业化和综合化两个方向发展。一方面为了进一步认识客观世界，学科越分越细，另一方面为了解决重大的社会经济问题，往往需要综合运用多种学科的知识，因而促进了不同学科之间的相互渗透。这就要求科研管理上做好协调工作。②科学技术的研究与开发不仅是集体的社会化劳动，而且已明显地成为生产力的重要因素。劳动生产率的提高越来越依靠科学技术的发展。据统计，20世纪初，工农业生产依靠科技成果来提高劳动生产率的成分只占5～20％,70年代后已达到60～80％。现代科学技术已成为国家的重要资源。要求合理地充分地利用科学技术资源，尽快地把它转化为生产力。这就要求强化科研管理，加速科研成果工业化的进程。③现代科学技术研究与开发是一个复杂的大系统，具有规模庞大、技术复杂、投资多、开发周期长等特点。发达国家的科技人员和研究经费迅速增长。例如，1979年每万名劳力中从事研究与开发工作的科学家和工程师，苏联是84～95人,美国是59人（图1）。又如1980年，国家研究经费支出占国民生产总值 (GNP)的百分比，苏联是36％，美国是24％（图2）。1981年美国研究经费的总支出为 361亿美元。因此要求用最优化方法组织和管理科研工作，以最少的人力、物力和财力来取得成果。④科学技术和社会相互依存的关系日益密切。解决某些重大的社会问题成为科学发展的主要动力。科学技术因素成为改善环境、提高生活水平的基础。因此各国都在加强科研管理工作。苏联已提出一种完善科研管理系统措施模型（图3）。 学科内容 科研系统工程的主要内容有：①科技发展战略研究。②制订科技发展规划。③制订技术政策。④科技政策分析与评价。⑤科学技术发展预测。⑥可行性研究与技术评估。⑦建立科技管理信息系统，改革和完善科研管理体制，包括科技立法、建立科技统计指标体系、编制科研经费预算和科研经费宏观管理、人才规划和科技人才宏观管理等。上述各项任务均可借助于相应的系统工程方法来完成，达到整体优化的目的。参考书目程守焘主编：《现代工业科技管理》，机械工业出版社，北京，1983。
