国际货物运输的有关关税协定《国际货物运输的有关关税协定》（CustomsConventionontheInternationalTransportofGoodsunderCoverofTIRCarnets），亦称《国际运输车辆规则担保下国际货物运输的有关关税协定》或《根据TIR手册进行国际货物运输的有关关税协定》，简称《TIR协定》。1959年，在联合国欧洲经济委员会主持下制定，有欧洲23个国家参加，并于1960年正式生效。该协定曾于1975年进行修订，同年3月20日生效。新的《TIR协定》对原协定的定义等进行了补充和修改。在《TIR协定》之前，为了有利于开展集装箱联合运输，联合国欧洲经济委员会成员国之间曾于1956年缔结了《关于集装箱的关税协定》。参加该协定的有欧洲21个国家和欧洲以外的7个国家，协定的宗旨是相互间允许集装箱免税过境。在这个协定的基础上，根据欧洲经济委员会倡议，还缔结了《国际公路车辆运输规定》（TransportInternationalRouter，简称TIR）。《TIR协定》及其附属决议规定：1、缔约国对铅封于集装箱，由公路车辆运输的货物，免除其经由地海关进口税或出口税的征收，或免除交纳担保金。2、原则上免除经由地海关的检查。如，对集装箱的公路运输承运人，若持有TIR手册，允许由发运地到达目的地，在海关签封下，中途可不受检查、不支付关税、也可不提供押金。这种TIR手册是由有关国家政府批准的运输团体发行，这些团体大都是参加国际公路联合会的成员，它们必须保证监督其所属运输企业遵守海关法规和其它规则。若要得到《TIR协定》的利益，公路车辆或集装箱必须具备以下条件：1、要符合规定的技术标准，并于事先得到批准；2、要在发货地由海关铅封；3、运输时，要办理获取“公路车辆运输规则”手册的担保手续。当货物在经由国发生灭失事故时，该手册作为保函，对事故发生国的海关负责支付关税。同时，负责交纳在该手册担保下进行运输时发生的税款、罚款等。《TIR协定》是国际货物运输的重要协定，并对国际运输的发展具有一定影响。
