建筑节能在建筑材料生产、房屋建筑和构筑物施工及使用过程中，合理使用能源；在满足同等需要或达到相同目的的条件下，尽可能降低能耗。建筑能耗的范围 ①建造过程中的能耗，包括建筑材料、建筑构配件、建筑设备的生产和运输以及建筑施工和安装中的能耗。②使用过程中的能耗，包括房屋建筑和构筑物使用期内采暖、通风、空调、照明、家用电器、电梯和冷热水供应等的能耗。据近年测算资料,在一般情况下，日常使用能耗与建造能耗之比约为8:2～9:1，世界上许多工业发达国家建筑能耗占全国能耗总量的30～40％;中国建筑能耗约占全国能耗总量的25～30％,随着现代化建设的进展，上述比重将会增大。节能措施 许多国家采取了一系列措施，如制订建筑节能政策，颁布建筑节能法规,编制建筑节能规划,加强建筑用能管理，制定建筑能耗定额，执行建筑用能奖惩办法,进行建筑节能宣传，组织建筑节能科学研究,开展建筑节能技术改造，建立建筑节能工作机构，以及调整能源价格等等。提高房屋建筑围护结构的保温隔热效能，是一种经济有效的节能措施。采取这项措施需增加的一次性投资，只相当于房屋建筑几十年使用期间经常能耗节约额的一小部分。因此，发达国家在房屋建筑的围护结构上，广泛采用高效保温材料和多层密封窗，限制窗面积与墙面面积的比例；在用热泵回收废热、利用太阳能和地热能、微处理机优化控制等方面，也有迅速进展。在中国，在建造过程中采取的节能措施有：①减少窑炉散热；②节约运输能耗；③采用省能材料；④利用太阳能养护混凝土构件；⑤冬季施工采用综合蓄热法；⑥其他如节约建筑材料、提高工程质量、缩短施工工期等。在使用过程中的节能措施，需要在设计中予以考虑，如:①加大房屋建筑外围护结构的热阻值,并逐步采用能够反映其综合经济效益的经济热阻，即房屋建筑的建造费和使用费之和为最小的热阻；②加强外墙、门窗、屋面和地面保温；③窗及外门密封或加设门斗，以减少冷风贯入；④改善建筑方位，以尽可能多地接受太阳热量；⑤在加强门窗密封的前提下，适当增大南窗面积；在采光和通风允许的条件下，适当缩减北窗面积；⑥减小建筑外表面积与所包围的体积之比；⑦建造太阳房，一般采用被动式太阳房。经济分析 采取节能措施，一般都需要增加建设投资。为计算节能投资的经济效益，中国目前多采用节能投资回收期指标，其含义是：采取某项节能措施的一次性投资与实现措施后累计的节能收益相平衡所需要的时间（年限）。计算时，一般以折合成标准煤的节能量计价作为节能收益。计算结果以指标数值较小的方案为优。
